နိုင္ငံျခားသား အလုပ္သမားမ်ား အေနျဖင့္ ၄င္းတို့၏ ဇနီး၊ ခင္ပြန္းမ်ားနွင့္သားသမီးမ်ားကို စင္ကာပူနိုင္ငံသို့ ေခၚေဆာင္လိုပါက အေျခခံ ဝင္ေငြတစ္လလွ်င္ စင္ကာပူေဒၚလာ ၂,၈၀၀ ရိွရန္ သတ္မွတ္ထားရာမွ ယခုအခါ ၄,၀၀၀ အထိ တိုးျမွင့္ လိုက္ျပီျဖစ္ေျကာင္း စင္ကာပူ ျပည္သူ့အင္အား ဝန္ျကီးဌာနက ထုတ္ျပန္ျခင္းျဖစ္သည္။ စင္ကာပူနိုင္ငံသား တစ္ဦး၏ လစဉ္ပ်မ္းမွ် ဝင္ေငြသည္ စင္ကာပူေဒၚလာ ၃,၂၄၉ ေဒၚလာရိွေျကာင္း အစိုးရ ကိန္းဂဏန္းမ်ားအရ သိရသည္။
နိုင္ငံျခား လုပ္သားမ်ား အေနျဖင့္ ၄င္းတို့၏မိဘမ်ားနွင့္ ေယာကၡမမ်ားကို ကာလရွည္ လာေရာက္ လည္ပတ္ေစျခင္းလည္း ျပုနိုင္ေတာ့မည္ မဟုတ္ေပ။ ''စင္ကာပူဟာ ကမၻာ့ထိပ္တန္း ျမိဳ႕ ေတာ္အျဖစ္ ရပ္တည္ေနပါတယ္။ နိုင္ငံရပ္ျခား ကြ်မ္းက်င္သူေတြကို ကြ်န္ေတာ္ တို့က ဆက္လက္ ႀကိဳဆိုေနပါမယ္။ ယခု သတ္မွတ္ခ်က္ေတြဟာ စင္ကာပူနိုင္ငံ ေနထိုင္သူ မဟုတ္သူေတြရဲ့ အေရအတြက္ ျမင့္မားေနမႈကို ထိန္းညိွဖို႕ျဖစ္ပါတယ္'' ဟု ဝန္ႀကီးဌာနက ထုတ္ျပန္သည္။
စင္ကာပူ ပါလီမန္က အဆိုပါ လူဝင္မႈ ႀကီးႀကပ္ေရး ဥပေဒ ျပင္ဆင္မႈကို ဇူလိုင္လ ၉ ရက္ေန့က အတည္ျပဳေပးခဲ့ျပီးျဖစ္သည္။ ''နိုင္ငံျခားသား လုပ္သားေတြ အေပၚ မီွခိုေနရမႈကို ကြ်န္ေတာ္တို့ ေလွ်ာ့ခ်ရပါမယ္။ ကြ်မ္းက်င္၊ အဆင့္ျမင့္နည္း ပညာနဲ့ တည္ေထာင္ထားတဲ့ စီးပြားေရးကို ေဖာ္ေဆာင္ရပါမယ္'' ဟု ဘဏၭာေရး ဝန္ႀကီးနွင့္ ဒုတိယ ဝန္ႀကီးခ်ဳပ္ တာဝန္ယူ ထားသူ မစၥတာသာမန္ရွန္မူရက္နမ္က ေျပႀကားသည္။

Changes to Dependant Privileges for Work Pass Holders

The Government is tightening the criteria for work pass holders to sponsor dependants as part of the overall direction to moderate the growth of Singapore’s non-resident population. This will help ease the pressure on our social infrastructure. Nonetheless, Singapore remains a global talent capital. We continue to welcome highly skilled foreign professionals who wish to bring their dependants to stay with them.

The changes, from 1 September 2012 are as follows:
  • S Pass and Employment Pass (EP) holders need to earn a fixed monthly salary of at least $4,000 to sponsor the stay of their spouses and children here.
  • P1 Pass holders will no longer be able to bring in their parents-in-law. They may still bring in their parents, spouses and children.
  • P2 Pass holders will no longer be able to bring in their parents or parents-in-law. They may still bring in their spouses and children.
Dependants of EP and S Pass holders who are in Singapore by 1 September 2012 will be allowed to stay in Singapore if these work pass holders have valid passes with their existing employers. For more information, please refer to our FAQs.


Further measures to moderate demand for Foreign Manpower

From 1 July 2012, the Dependency Ratio Ceilings (DRCs) in the Manufacturing and Services sectors, as well as the S Pass sub-DRC in all sectors will be reduced. The changes are:

  • Reduction of S Pass sub-DRC for all sectors from 25% to 20%;
  • Reduction of Services DRC from 50% to 45%; and
  • Reduction of Manufacturing DRC from 65% to 60%.
More measures levied on constructions sector includes a further reduction of Man-Year Entitlements (MYE) by 5% as well as a higher Foreign Worker Levy (FWL) of $650 for basic skilled Work Permit holders in the MYE-waiver category from 1 January 2013.

Eligibility

Mid-level skilled foreigners (e.g. technicians) who wish to work in Singapore may apply for an S Pass. Applicants will be assessed on a points system, taking into account multiple criteria. S Pass applicants accumulate points based on how far they meet the criteria. As a general guide, these criteria can be broadly described as (for illustrative purposes only):
  • A minimum fixed monthly salary of $2,000
  • Educational qualifications
    • A degree, diploma
    • Technical certificates can be considered. These are, very broadly, courses that train the applicant to be a qualified technician or specialist in their chosen field. The certification should comprise of at least one year of full-time study.
  • Type of job (e.g. professional, specialist or technician)
  • Number of years of relevant work experience
Work Permit holders who wish to apply for the S Pass must ensure that they meet the above requirements. You should refer to the Strategic Skills List to see what types of jobs are expected to be in high demand in Singapore over the next few years.

Quota

The number of S Pass holders a company can employ is capped at a sub-quota, or Dependency Ceiling (DC), of 20% of the company's total workforce.
Note: Employers are not allowed to retain foreign workers in excess of the DC allowed for their sector. Employers will need to increase their local workforce or MOM will cancel the work passes of excess Work Permit and S Pass holders.

Medical insurance

The requirement to purchase and maintain medical insurance is a Condition of an S Pass. For medical insurance policies taken up or renewed on/or after 1 January 2010, the insurance coverage must be at least $15,000 per year for each worker's inpatient care and day surgery during his/her stay in Singapore.

Passes for family members

S Pass applicants whose fixed monthly salary is at least $2,800 a month may apply for the Dependant's Pass (DP) for their family members. The DP application and supporting documents may be submitted together with the S Pass application or separately.

S Pass holders who earn less than $2,800 per month are not allowed to bring in their dependants, i.e. spouses, children and other family members.

However, if the children of such S Pass holders wish to study in mainstream public schools in Singapore, they will have to pass a Qualifying Test (QT) or the Admissions Exercise for International Students (AEIS).
