Slight rise in unemployment reflects 'normalisation' from stellar growth last year, say economists

SINGAPORE - Against a backdrop of cautious business sentiment, the number of jobs created here slowed in the second quarter of the year: Between April and last month, 22,800 jobs were added to the economy, compared to 28,300 in the first three months of the year and 24,900 during the same period last year.

According to preliminary figures released by the Manpower Ministry (MOM) yesterday, the overall unemployment rate also rose from a seasonally-adjusted 1.9 per cent in March to 2.1 per cent last month.

Correspondingly, the unemployment rate for Singaporeans and Permanent Residents increased from 2.7 per cent to 3 per cent. Seasonally adjusted, an estimated 62,700 residents were unemployed last month.

MOM said the higher unemployment rates reflected "the increase in job seekers as tertiary graduates entered the labour market and students sought employment during the mid-year school vacation".

The ministry noted that both overall and resident figures were slightly lower than in June last year, when the figures stood at 2.2 per cent and 3.1 per cent, respectively.

Analysts Today spoke to pointed out that, despite the tight labour market, unemployment could have risen due to the mismatch between the skills of jobseekers and those employers are seeking.

Noting that the service sector continued to be the main driver of job growth - making up 18,800 of the total jobs created in the second quarter - Credit Suisse research analyst Kun Lung Wu said employers still could not fill these jobs partly because of the lack of interest from Singaporeans.

"For the service jobs that locals don't have the qualifications to fill, the Government has tightened criteria for foreign workers to work here, so those jobs are not being filled," he said.

CIMB-GK Research regional economist Song Seng Wun said the slowdown in job growth reflected a "normalisation" in economic activity after the strong economic growth last year.

Citing surveys released by the Economic Development Board and the Department of Statistics which found that employers in manufacturing and services expected to maintain or increase hiring, Mr Song said the continued increase in manufacturing jobs - which had declined last year - was "encouraging".

Minister of State (Manpower and National Development) Tan Chuan Jin told Channel NewsAsia that it was "quite unrealistic" to expect last year's stellar economic growth to continue. "Probably it's good to have it ease off somewhat because a lot of people do find that the labour market is actually very tight," he said.

"So this would mean in terms of companies, in terms of the hiring opportunities, it would be probably slightly better for them."

Capital Economics Asia economist Vishnu Varathan said healthy growth can be expected from the hospitality services sector, but employers in the financial services sector are likely to moderate their hiring outlook given the economic turmoil in Europe and the United States. The drop in service jobs created - 18,800 in the second quarter compared to 26,500 in the previous quarter - is probably due to the slowdown in hiring by the financial services sector, after aggressive hiring last year, he added.

Meanwhile, 1,500 workers were retrenched and 400 had their contracts terminated prematurely, resulting in a total of 1,900 workers made redundant between April and June, according to MOM's preliminary estimates. This was lower than the 2,750 redundancies in the previous quarter.

Services laid off 900 workers, followed by manufacturing with 600. Construction displaced another 400 workers.

As for whether the global uncertainty will affect the graduates entering the job market this year, Mr Song said a "worst-case scenario" of a recession was not expected at this point, and the unemployment rate should normalise by the third quarter as they find employment.

I wondered if there could be an actual chemical causing the massive obesity epidemic. So did a friend of mine, John Erb. He was a research assistant at the University of Waterloo in Ontario, Canada, and spent years working for the government.

He made an amazing discovery while going through scientific journals for a book he was writing called 'The Slow Poisoning of America.' In hundreds of studies around the world, scientists were creating obese mice and rats to use in diet or diabetes test studies. No strain of rat or mice is naturally obese, so the scientists have to create them. They make these morbidly obese creatures by injecting them with MSG when they are first born. The MSG triples the amount of insulin the pancreas creates, causing rats (and humans?) to become obese. They even have a title for the fat rodents they create: 'MSG-Treated Rats.'

I was shocked too. I went to my kitchen, checking the cupboards and the fridge. MSG was in everything: The Campbell's soups, the Hostess Doritos, the Lays flavored potato chips, Top Ramen, Betty Crocker Hamburger Helper, Heinz canned gravy, Swanson frozen prepared meals, Kraft salad dressings, especially the 'healthy low fat' ones.

The items that didn't have MSG marked on the product label had something called 'Hydrolyzed Vegetable Protein,' which is just another name for Monosodium Glutamate.

It was shocking to see just how many of the foods we feed our children everyday are filled with this stuff. They hide MSG under many different names in order to fool those who carefully read the ingredient list, so they don't catch on. (Other names for MSG: 'Accent' - 'Agino moto' - 'Natural Meet Tenderizer', etc) But it didn't stop there. When our family went out to eat, we started asking at the restaurants what menu items had MSG.

Many employees, even the managers, swore they didn't use MSG. But when we ask for the ingredient list, which they grudgingly provided, sure enough MSG and Hydrolyzed Vegetable Protein were everywhere:

Burger King
McDonalds
Wendy's
Taco Bell

And every restaurant like: TGIF, Chili's, Applebee's and Denny's use MSG in abundance. Kentucky Fried Chicken seemed to be the WORST offender: MSG was in EVERY chicken dish, salad dressing and gravy. No wonder I loved to eat that coating on the skin. Their secret spice was MSG.

So, why is MSG in so many of the foods we eat?

Is it a preservative or a vitamin?? Not according to my friend John. In the book he wrote, an expose of the food additive industry called 'The Slow Poisoning of America' he said that MSG is added to food for the addictive effect it has on the human body. explains that the reason they add it to food is to make people EAT MORE OF THEIR PRODUCTS.

A study of the elderly showed that people eat more of the foods it is added to. The Glutamate Association lobby group says eating more benefits the elderly, but what does it do to the rest of us? 'Betcha can't eat just one,' takes on a whole new meaning where MSG is concerned! And we wonder why the nation is overweight?

The MSG manufacturers themselves admit that it addicts people to their products. It makes people choose their product over others, and makes people eat more of it than they would if MSG wasn't added.

Not only is MSG scientifically proven to cause obesity, it is an addictive substance! Since its introduction into the American food supply fifty years ago, MSG has been added in larger and larger doses to the pre-packaged meals, soups, snacks and fast foods we are tempted to eat everyday. The FDA has set no limits on how much of it can be added to food. They claim it's safe to eat in any amount. How can they claim it safe when there are hundreds of scientific studies with titles like these?

Yes, that last study was not a typo, it WAS written in 1978. Both the 'medical research community' and 'food manufacturers' have known about MSG's side effects for decades! Many more studies mentioned in John Erb's book link MSG to Diabetes, Migraines and headaches, Autism, ADHD and even Alzheimer's. But what can we do to stop the food manufactures from dumping fattening and addictive MSG into our food supply and causing the obesity epidemic we now see?

Even as you read this, G. W. Bush and his corporate supporters are pushing a Bill through Congress called the 'Personal Responsibility in Food Consumption Act' also known as the 'Cheeseburger Bill.' This sweeping law bans anyone from suing food manufacturers, sellers and distributors. Even if it comes out that they purposely added an addictive chemical to their foods. It is important that Bush and his corporate supporters get it through before the media lets everyone know about 'MSG, the intentional Nicotine for food.'

Several months ago, John Erb took his book and his concerns to one of the highest government health officials in Canada. While sitting in the Government office, the official told him 'Sure, I know how bad MSG is. I wouldn't touch the stuff.' But this top level government official refused to tell the public what he knew.

The big media doesn't want to tell the public either, fearing legal issues with their advertisers. It seems that the fallout on fast food industry may hurt their profit margin. The food producers and restaurants have been addicting us to their products for years. Now we are paying the price for it. Our children should not be cursed with obesity caused by an addictive food additive. But what can I do about it?... I'm just one voice.

What can I do to stop the poisoning of our children, while our governments are insuring financial protection for the industry that is poisoning us?

Singapore's 40 richest are now richer, says Forbes

The billionaires chalked up the increase despite a slowdown in the economy and a weak stock market, said the business magazine.

The family of the late Ng Teng Fong remains at the top with a combined net worth of US$8.9 billion, up by US$1.1 billion from last year.

Their fortune is tied to their two property holdings - privately held Far East Organization and Hong Kong-listed Tsim Sha Tsui Properties, said Forbes Asia.

Taking the second spot is the family of the late Khoo Teck Puat, with US$6.7 billion, up by US$800 million from last year. They retain a stake in the Goodwood Group of hotels.

In 2006, they sold their stake in Standard Chartered Bank for an estimated US$4 billion to Temasek, Singapore's state investment company, said Forbes Asia.

At No. 3 is veteran banker Wee Cho Yaw with US$4.2 billion, an increase of US$600 million over last year. He chairs United Overseas Bank which was founded by his late father.

New Zealander Richard Chandler, a Singapore resident since 2008, moved up one rank to No. 4, with US$4 billion.

This year, there are 13 billionaires on the Singapore's 40 Wealthiest list, compared with 11 last year, said Forbes Asia.

The two newcomers are the Lien family and Mr Sam Goi. Mr Goi debuts at No. 12 with a net worth of US$1.2 billion. The 62-year-old food tycoon is popularly known as Singapore's "Popiah King".

Another newcomer is oil trader Lim Oon Kuin, who founded Hin Leong at age 20 and developed it into one of Singapore's largest independent oil traders. The 67-year-old is ranked No. 16 with a net worth of US$840 million.

Returning after a two-year absence is Mr Mustaq Ahmad, owner of the 24-hour retailer Mustafa Centre. Taking the No. 37 spot, the 60-year-old is worth US$240 million. The store is a big draw for bargain-hunting tourists from his native India, said Forbes Asia.

Overall, 31 on the list are richer compared with last year, including hotelier Koh Wee Meng of Fragrance Group, who moved up 10 spots to No. 14.

Mr Koh's net worth rose by more than 2.5 times on the back of a buoyant property market and tourist influx. He is now worth US$920 million, compared with US$335 million previously.

Also enjoying a big jump are Mr Ong Beng Seng and his wife, Christina. Their wealth almost doubled to US$1.9 billion as shares of their British fashion house, Mulberry, soared. They are jointly ranked at No. 7, compared with No. 11 previously, according to Forbes Asia.

Only five on the list are less well-off than they were last year, said Forbes Asia. They include real-estate tycoon Zhong Sheng Jian, whose Yanlord Land has property interests in China. He took the 11th spot with US$1.3 billion.

A minimum net worth of US$210 million was required to make the rich list, up from US$190 million last year.

Three Singaporeans from last year's top 40 dropped off the list: Mr Chew Hua Seng, founder of Raffles Education; cranes unit Tat Hong's Ng Chwee Cheng; and Falcon Energy's Tan Pong Tyea.

Slow startup times and sluggish behavior are all signs of a PC in need of a Power Boost. These instructions will help you trim the fat and get your computer back in the fast lane.

Step 1
Create a System Restore Point
System Restore is a feature that backs up critical operating system files and settings, allowing you to safely restore them if you make a mistake. Think of it like Undo for Windows.
1. Click the Windows Start menu, type System Restore into the search box and press Enter on the keyboard.
2. Click Continue to the User Account Control Screen. This will bring up the System Restore Wizard, which will allow you to save the state of critical operating system files for later recovery if necessary.
3. Click Open System Protection, and then click Create.
4. In the box that appears, type "DIY Power Boost", then click Create. Restore points are very thorough, so it may take a few moments to create it. A prompt will appear when finished, letting you know that the restore point is complete.
5. Click OK.
6. On the System Properties window, click OK.
7. On the System Restore window, click Cancel.
Now that you've got a safety net, move on to step 2.
Step 2
Modifying Virtual Memory
Virtual memory settings determine how Windows assigns memory resources to programs as they're needed. By simplifying the configuration, Windows performance can be increased.
1. Click on the Windows Start button, in the search box type SystemPropertiesPerformance.
2. Click Continue to the User Account Control Screen.
3. Select the Advanced tab and click Change under the Virtual Memory section. Your current virtual memory settings will appear. The C: drive should be selected by default.
4. In the Paging file size for selected drive, select Custom size. Note the Recommended size in the section entitled Total paging file size for all drives.
5. Set both Initial size (MB) and Maximum size (MB) to this value.
6. Click Set to ensure the change is put into effect.
7. Press OK to close the window, then close the Performance Options and System Properties windows. If you are asked to restart your computer, go ahead.
When finished, you're ready for step 3.
Step 3
Customize the Recycle Bin Size
Files placed in the recycle bin still take up space, even if you think they're gone. By reducing the recycle bin's maximum size, you can reduce wasted space.
1. Right click the Recycle Bin and select Properties.
2. In the window that appears, select the General tab, then select the Custom Size option and set Maximum size (MB) to 2048. This will allocate a smaller portion of your drives to the recycle bin, ensuring less wasted space. Reducing the Recycle bin size can impact your retrieval of mistakenly deleted items, adjust accordingly.
You're now ready to move on to step 4.
Step 4
Disable Startup Items
Your computer follows a list of instructions every time it starts up, performing tasks and starting programs. By removing unnecessary items from this list, your startup time can be improved. This is an advanced step, however, and a familiarity with startup items and related troubleshooting is recommended.
1. Click the Windows Start menu, type MSCONFIG into the search box and press Enter on the keyboard.
2. Click on Continue to the User Account Control screen.
3. When the System Configuration Utility appears, select the Startup tab.
4. A list of your computer's startup items will appear, allowing you to make changes to the programs and services that load when your computer boots up. Uncheck anything that isn't necessary. Research any items you may have questions about. Disabling some items may cause aspects of the computer to not function correctly.
5. Click OK.
6. When asked to restart your computer, click Restart.
7. Upon restarting Windows, you may be prompted about the changes you've made. Check the box labeled Do not show this message and click OK.
8. If you experience trouble of any kind after modifying the startup item list, return to the System Configuration Utility and re-check the items you disabled.
Feeling faster yet? Time for step 5.
Step 5
Disable Unneeded Services
Windows manages an array of services that perform tasks and provide various capabilities. Not all are necessary, however. By removing the extraneous ones, your computer has less to juggle and will behave more responsively.
1. Click the Windows Start menu, type SERVICES.MSC into the search box and press Enter on the keyboard.
2. Click Continue to the User Account Control screen. The Services console will now appear, along with a complete list of services currently available on your computer.
3. Two of them can be safely disabled: Indexing Service and Remote Registry. To disable a service, find its name in the list, right click it, and select Properties.
4. In the window that appears, set the service's Startup Type to Disabled and click OK.
5. After disabling both services, close the Services console.
Now that Windows has extra breathing room, move on to step 6.
Step 6
Delete Microsoft Windows Temporary files
Windows creates temporary files to store internal data needed for its operation. By periodically cleaning up these files, performance can be kept at its maximum level.
1. Click the Windows Start menu, type %temp% into the search box and press Enter on the keyboard. You should now see a folder titled Temp, with a list of folders.
2. Select all of the files in the folder either by pressing Ctrl A on the keyboard or by clicking on the Edit menu and selecting Select All.
3. With all of the files selected, press Delete on your keyboard, or right click on any of the highlighted icons and select Delete.
4. In the event that a given temporary file is in use, Windows will let you know and prevent you from deleting it. Don't worry about these items just delete the files around them.
With more junk out of the way, get ready for step 7.
Step 7
Running the Disk Cleanup Utility
The Disk Cleanup Utility analyzes your hard drive and determines how much space it can free by deleting system files and resources that are no longer needed.
1. Click the Windows Start menu, type Disk Cleanup into the search box and press Enter.
2. When asked which files to clean up, select Files from all users on this computer if you only have 1 user account you may not see this screen.
3. Click Continue to the User Account Control screen.
The Disk Cleanup Utility will then begin a complete analysis of your hard drive to determine how much space can be freed. This process may take up to 3 minutes depending on the speed of your computer and the size of your hard drive.
4. Once complete, the Disk Cleanup window will appear. The Disk Cleanup tab lists the items that can be deleted and the amount of space each will free. Check the following items:
o Downloaded Program Files
o Temporary Internet Files
o Offline Web Pages
o Hibernation File Cleaner
o Recycle Bin (pending customer approval)
o Setup Log Files
o System error memory dump files
o System error minidump files
o Temporary Files
o Web Client / Publisher Temporary Files
o Thumbnails
5. Click OK, then click Delete Files when the Are you sure you want to permanently delete these files? prompt appears. The Disk Cleanup Utility will begin erasing the specified files and will close itself when finished.
Time for step 8!

Uninstalling Programs
Often times, programs are installed but used only rarely, if ever. Nevertheless, unnecessary programs consume disk space and should be removed.
1. Click the Windows Start menu, type Programs and Features into the search box and press Enter. A list of all programs installed on your computer should appear.
2. Click the corresponding Uninstall button for each program you want to remove. This will initiate the program's uninstall sequence, which is usually automatic.
3. Be sure to leave the Programs and Features window open for the next step.
Now that even more fat's been trimmed, move on to step 9.

Remove Unused Internet Explorer Toolbars
Special toolbars are commonly installed in Internet Explorer, sometimes even without a user's knowledge. Removing them can greatly speed up browser performance.
1. If you completed the last step, the Programs and Features window should still be open.
2. This time, look for programs with names containing the word Toolbar.
3. Just like last time, select the unwanted programs and click their corresponding Uninstall buttons, click YES to the Are you sure you want to uninstall screen.
4. Close the Programs and Features window when finished uninstalling unwanted toolbars.
This is just one of many ways to optimize your browser. Step 10 continues the process.

Set Internet Explorer Cache size to 50 MB
Internet Explorer stores copies of website data on the hard drive while browsing. Reducing the amount of space available for this process can free up hard drive space for other uses.
1. Click the Windows Start menu, type Internet Options into the search box and press Enter.
2. Under the General tab, look for a section called Temporary Internet Files (depending on your browser version).
3. Click the Settings button to bring up the Temporary Internet Files and History Settings window.
4. Set the spinner marked Disk space to use to 50 and click OK. You'll be using the Internet Options window in the next step, so go ahead and leave it open.
Your browser's low-disk-space diet has begun, so it's time for step 11.
Step 11
Disabling Script debugging
Internet Explorer will alert you when a web page is improperly programmed, but this is usually unnecessary information that simply gets in your way. Disabling this option can make browsing a much smoother experience.
1. After the last step, the Internet Options window should still be open.
2. This time, open the Advanced Tab and find Disable Script Debugging (Internet Explorer) and Disable Script Debugging (Other), both of which should be in the Browsing section of the list.
3. Make sure both boxes are checked, and then click OK.
Your browser should be in good shape by now. Step 12 is next.

Setup Windows Automatic Updates
Windows Update is a service that fixes bugs, keeps software up-to-date, and ensures your computer is protected from threats as they emerge.
1. Windows Update is most useful when it's set to run automatically, ensuring you're always up-to-date. To make sure you're configured properly, click the Windows Start menu, type Windows Update into the search box and press Enter on the keyboard.
2. In the window that appears, select the Change Settings option located on the panel to the left.
3. Select Install updates automatically (recommended), and set Install updates to Everyday. It's best to set the install time to a time when you're unlikely to be using the computer (such as late at night or early in the morning).
4. Click OK to save the changes, then click Continue to the User Account Control screen.
Your PC's operating system will now stay current, please go on to the 13 step.
Step 13
Defragment your Hard Drive
Defragmentation is an important part of cleaning a hard drive. It is also one of the least expensive and most overlooked methods of getting your computer to run more efficiently.
1. Click the Windows Start menu, type Disk Defragmenter into the search box and press Enter to start the File Defragmentation utility.
2. Click Continue to the User Control Account screen.
3. Click Defragment Now. Defragmenting a hard drive can be a time consuming process, and depends on the size of your hard drive, the amount of space in use, and other factors.

The euro zone's last stand






Throwing good money after bad will not work; only a comprehensive strategy can rescue it now.

The euro zone crisis is reaching its climax. Greece is insolvent. Portugal and Ireland have recently seen their bonds downgraded to junk status. Spain could still lose market access as political uncertainty adds to its fiscal and financial woes. Financial pressure on Italy is now mounting.

By next year, Greek public debt will be above 160 per cent of GDP and rising. Alternatives to a debt restructuring are fast disappearing. A full-blown official bailout of Greece's public sector (by the International Monetary Fund, the European Central Bank and the European Financial Stability Facility) would be the mother of all moral-hazard plays: Extremely expensive and politically near-impossible, owing to resistance from core euro zone voters - starting with the Germans.

Meanwhile, the current French proposal of a voluntary rollover by banks is flopping, as it would impose prohibitively high interest rates on the Greeks. Likewise, debt buybacks would be a massive waste of official resources, as the residual value of the debt increases as it is bought, benefiting creditors far more than the sovereign debtor.

So the only realistic and sensible solution is an orderly and market-oriented - but coercive - restructuring of the entire Greek public debt. But how can debt relief be achieved for the sovereign without imposing massive losses on Greek banks and foreign banks holding Greek bonds?

The answer is to emulate the response to sovereign debt crises in Uruguay, Pakistan, Ukraine and many other emerging-market economies, where orderly exchange of old debt for new debt had three features: An identical face value (so-called "par" bonds); a long maturity (20-30 years); and interest set well below the currently unsustainable market rates - and close to or below the original coupon.

Even if the face value of the Greek debt were not reduced, a maturity extension would still provide massive debt relief - on a present-value basis - to Greece as a euro of debt owed 30 years from now is worth much less today than the same euro owed a year from now. Moreover, a maturity extension resolves rollover risk for the coming decades.

The advantage of a par bond is that Greece's creditors - banks, insurance companies and pension funds - would be able and allowed to continue valuing their Greek bonds at 100 cents on the euro, thereby avoiding massive losses on their balance sheets. That, in turn, would sharply contain the risk of financial contagion.

Rating agencies would consider this debt exchange a "credit event", but only for a very short period - a matter of a few weeks. Consider Uruguay, whose rating was downgraded to "selective default" for two weeks while the exchange was occurring, and then was upgraded (though not to investment grade) when, thanks to the exchange's success, its public debt became more sustainable. The ECB and creditor banks can live for two or three weeks with a temporary downgrade of Greece's debt.

Moreover, there would be few holdouts that refuse to participate in the exchange. Previous experience suggests that most hold-to-maturity investors would accept a par bond, while most mark-to-market investors would accept a discount bond with a higher coupon (that is, a bond with a lower face value) - an alternative that could be offered (and has been in the past) to such investors.

RECAPITALISE THE BANKS

At the same time, the best way to contain financial contagion would be to implement a pan-European plan to recapitalise euro zone banks.

This implies using official resources like the EFSF not to backstop an insolvent Greece but to recapitalise the country's banks - and those in Ireland, Spain, Portugal, Italy, and even Germany and Belgium that need more capital. In the meantime, the ECB must continue to provide unlimited resources to banks under liquidity stress.

To reduce the risk of financial pressures on Italy and Spain, both countries need to press ahead with fiscal austerity and structural reforms. Moreover, their debt could be ring-fenced with a larger package of EFSF resources and/or with the issuance of Eurobonds - a further step towards European fiscal integration.

Finally, the euro zone needs policies to restart economic growth on its periphery. Without growth, any austerity and reform will deliver only social unrest and the constant threat of a political backlash, without restoring debt sustainability.

To revive growth, the ECB needs to stop raising interest rates and reverse course. The euro zone should also pursue a policy - partially via looser monetary policy - that weakens the value of the euro significantly and restores the periphery's competitiveness. And Germany should delay its austerity plan, as the last thing that the euro zone needs is a massive fiscal drag.

The euro zone's current muddle-through approach is an unstable disequilibrium: Kicking the can down the road, and throwing good money after bad, will not work. Either the euro zone moves towards a different equilibrium - greater economic, fiscal and political integration, with policies that restore growth and competitiveness, including orderly debt restructurings and a weaker euro - or it will end up with disorderly defaults, banking crises, and eventually a break-up of the monetary union.

The status quo is no longer sustainable. Only a comprehensive strategy can rescue the euro zone now.
